Federal stimulus funds may have provided many school divisions with a temporary repirieve, but those funds won’t last forever. We need systemic reform in education funding, and here’s one idea that has support from a full range of reformer — from Bill Clinton’s Chief of Staff to Ronald Reagan’s Education Secretary.
