Only in government can spending increase nearly seven percent even while legislators declare a money “shortfall.” But “shortfall” is what happens when government plans to spend way more money than in the previous budget, and the revenues don’t flow in as optimistically anticipated. Virginia lawmakers are avoiding the hard decision their real-life counterparts in business have been making … and here’s one example.
